The ladder

Every flagged claim enters at Tier 1. AVA clusters and recommends. You decide which clusters escalate. Costs progressively reflect the surface: T1 is included in the subscription, T2 and T3 bill per case against a quota then overage at volume rates.

1. 01Tier 1

   Detection

   What it does

   Deterministic, 148-check universal catalog plus 27 vertical-specific checks run across every flagged claim in your ingestion. Sanctions, ownership, premise compatibility, network signals, behavioural anomalies, regulatory triggers.

   What you get

   Per-case findings tagged across 16 signal categories. ~1,945 day-one findings across 740K real federal records in our public POCs.

   Your role

   No action required. T1 runs automatically on ingest. Subscription includes the T1 retroactive scan.

2. 02AVA

   Adversarial Validation and Adjudication

   What it does

   Agentic AI clusters T1 findings by entity, network, and premise mismatch. Surfaces phantom-premise rings, payor-shopping schemes, ownership opacity, sanctions adjacency. Runs cross-cluster reasoning your case team would otherwise have to assemble manually.

   What you get

   Plan receipt: cluster table with per-cluster T2 cost estimate, recovery range, FCA exposure, and a recommended intervention tier (T2 / T3 / T4) per cluster.

   Your role

   Review the AVA plan. Approve clusters individually for T2 substantiation. Decline clusters you decide not to pursue (with attestation logged).

3. 03Tier 2

   Substantiation - Recovery

   What it does

   Per-case substantiation against authoritative sources. Identity, beneficial ownership, premise verification, sanctions, exchange traffic, OFAC / SDN / PEP reconciliation. Vendor-grade data with full provenance.

   What you get

   Per-case T2 attestation with verdict, evidence chain, and a recovery package your dispute or claims-clawback workflow consumes directly.

   Your role

   Tier 2 work runs against your subscription quota first; overage at discounted volume rates. Approve the package; it routes to your recovery team.

4. 04AVA Pro

   Narrative + corroboration

   What it does

   For escalating clusters, AVA Pro composes the litigation narrative: timeline, parties, scheme topology, statutory hooks (31 USC §3729 FCA, 42 USC §1320a-7b AKS, plus state-level corollaries). Anchored to AWS Bedrock Claude on the JIL-controlled inference path; deterministic at replay.

   What you get

   A signed narrative bundle: facts, exhibits, statutory framing, Bates-style index. Reproducible from sealed model card + evidence pin.

   Your role

   Review the narrative. Authorize T3 escalation per cluster (per_grouping_tier_3) or batch (bulk_tier_3_pre_authorized). Both signed with your engagement key.

5. 05Tier 3

   CREB(TM) - Court-Ready Evidence Bundle

   What it does

   Per-case PDF + JSON bundle, dual-signed (Ed25519 + Dilithium-III hybrid), anchored to JIL CourtChain, sealed with reproducibility manifest under FRE 902(14). Self-authenticating in U.S. federal court.

   What you get

   Downloadable CREB(TM) per case. Hash-linked to the AVA narrative + T2 evidence + T1 detection. Replay verifies in seconds.

   Your role

   CREB delivery to your counsel or SIU portal. Subscription quota first, overage discounted. CREB library archived for 7 years.

6. 06AVA Pro+

   Multi-agency referral (Tier 4)

   What it does

   Where the AVA cluster crosses civil/criminal threshold or implicates multi-agency exposure (DOJ, OIG, state AG, IRS-CI), AVA Pro+ structures the referral package: civil RICO mapping, qui tam relator framing, criminal evidentiary chain, agency-specific intake formats.

   What you get

   Referral packet by agency, hash-linked back to your engagement. JIL is detect+notify, NOT recovery; you / your counsel drive the agency conversation from there.

   Your role

   Authorize Tier 4 per cluster (per_grouping_tier_4). Three signoffs: case lead, compliance, counsel. MFA gated. Fully attested + irrevocable.
